I use two of these small circulating pumps, one on each side of my floating dock, to keep the water from freezing and causing damage. They do the job.

I use this to keep a small pond circulating in the winter in Colorado. This keeps our Koi and Goldfish alive to enjoy season after season. The first pump I bought lasted 7 years. This is a direct replacement.
